http://www.icq.com/legal/and for those of you not believing it, banner removers and tools modifying the ICQ API are ILLEGAL in most countries, also USA, Germany and Israel.
Also, you may NOT create skins without banners nor change the core features of the ICQ Software.
Restrictions on Use
You agree not to (1) create or use any software other than the Software provided by ICQ or by America Online, Inc., or any affiliate thereof, to enter your ICQ number and password or to access the ICQ Services, without the express written authorization of ICQ; (2) extract information from the ICQ Services, reverse engineer, decompile, disassemble, alter, duplicate, make copies, create derivative works from, distribute or provide others with the Software, the ICQ communications protocol or any information available on, derived or extracted from the ICQ Services, or any part thereof; (3) block, disable or otherwise affect any advertising, advertisement banner window, links to other sites and services, or other features that constitute an integral part of the Software and ICQ Services; (4) connect, use, attempt to connect or use in any way the ICQ Services, for any commercial purpose and any other purpose that is not for your private personal use in good faith and as explicitly offered on the ICQ Web site; and (5) incorporate, integrate or otherwise include the Software or any portion thereof (including the ICQ communications protocols) into any software, program or product that communicates, accesses, or otherwise connects with the ICQ Service or any other instant messaging, Internet, or online service.
You further agree to abide by all laws and regulations in effect regarding your use of the Software and the ICQ Services, and you agree to indemnify ICQ, its officers, agents, employees and directors for any damages incurred as a result of a violation of this section. Finally, you may not authorize or assist any third party to do any of the things described in this section.

Du stimmst zu, (1) keine andere Software, als die von ICQ oder America Online, Inc., oder irgendeinem Teilnehmer davon, bereitgestellte zu erstellen oder zu verwenden um Deine ICQ Nummer und ein Passwort einzugeben oder um auf die ICQ Dienste zuzugreifen, ohne ausdruecklich schriftliche Genehmigung von ICQ; (2) keine Informationen aus den ICQ Diensten zu extrahieren, zurueckzuentwickeln, zu decompilieren, zu zerlegen, zu aendern, zu duplizieren, Kopien anzufertigen, abgeleitete Werke davon zu erstellen, Software, das ICQ Kommunikationsprotokoll oder irgendeine Information darueber zu veroeffentlichen oder anderen zur Verfuegung stellen, abgeleitet oder extrahiert von den ICQ Diensten, oder irgendeinem Teil davon; (3) Die Werbung, Werbebannerfenster, Links auf andere Webseiten, oder andere Funktionen die einen integralen Bestandteil der ICQ Software und Diensten darstellen, nicht zu blocken, deaktivieren, oder anderweitig zu beeinflussen; (4) nicht die ICQ Dienste zu verbinden, benutzen, versuchen zu verbinden oder in irgendeiner Weise, fuer irgendwelche Kommerziellen Zwecke zu benutzen oder irgeneinen anderen Zweck als die private Nutzung in gutem Glauben zu verwenden, als ausdruecklich auf der ICQ Webseite zur Verfuegung gestellt; und (5) nicht die Software oder irgendeinen Teil davon (einschliesslich der Kommunikationsprotokolle) in irgendeine Software, ein Programm oder Produkt, das mit den ICQ Diensten kommuniziert, darauf zugreift, oder anderweitig damit, oder irgendeinem anderen Instant Messaging-, Internet- oder Onlinedienst verbindet, einzubauen.
Du stimmst des weiteren zu, Dich an alle geltende Gesetze und Regulierungen zu halten, wenn Du die Software und die ICQ Dienste verwendest und Du stimmst zu, ICQ, seine Beamten, Agenten, Angestellte und Direktoren fuer jedwede Schaedigungen, die aus einer Verletzung dieses Teils hervorgehen, zu entschaedigen. Ausserdem darfst Du keinem dritten gestatten oder dabei helfen, jedwede Dinge, die in diesem Teil beschrieben wurden, zu tun.
